- Portland, ME - Emergency Communications Director
EMERGENCY COMMUNICATIONS DIRECTOR – City of Portland, Maine - Police Department-

The City is looking for a dynamic and experienced Emergency Communications Director for the Portland Regional Communications Center (PRCC), which provides emergency dispatching services to the communities of Portland, South Portland, and Cape Elizabeth. The Director is responsible for the operation of the PRCC, including oversight of staffing and staff development, compliance with federal and state requirements, policies and procedures, quality assurance, technology, budget, and other operations. The Director is supported by a Deputy Director, five supervisors, and a total staff of 37. The PRCC sits within the Portland Police Department and the Director reports directly to the Assistant Chief of Police. The Police Department’s administrative, financial, and human resources support staff are also resources for the Director.
The ideal candidate will have a passion for public safety and for supporting the individuals who dedicate their careers to public service. They will have excellent leadership and interpersonal skills and the ability to work with and support employees functioning in a high stress environment, as well as the ability to work collaboratively with other departments and stakeholders. The next Director should have sound knowledge of the laws, regulations, policies and best practices governing the operation of a PSAP and proven success in running a PSAP.
Special Requirements: Must have or be able to obtain full certification by the State of Maine as an emergency telecommunicator and maintain these certifications. Offers of employment are contingent upon the completion of a satisfactory criminal background check, including a polygraph examination.

- West Barnstable MA - Deputy Fire Chief
The West Barnstable Massachusetts Fire District (year-round population of approximately 3,000 citizens and an additional 6,000 students attend Cape Cod Community College) is seeking highly qualified candidates for the position of Deputy Fire Chief. West Barnstable is a seaside village in the northwest part of the Town of Barnstable on Cape Cod. The Department covers a response area of 13.5 square miles and operates 9 pieces of apparatus from one fire station. The Department has an ISO rating of Class 2 in the water district and Class 3 out of the water district. The organization employs 7 full-time, 6 part-time and 40 on-call employees. The Department responded to 694 calls in 2022 with 70% being EMS responses, and 2% being fires. The West Barnstable Fire Department functions within a fire district which serves the community as its own governing and taxing authority. The WBFD operates with a 1.6-million-dollar budget.
The position serves as the Chief Operating Officer (COO) of the Department and is a key member of the department’s command staff. The new Deputy Chief will have an exceptional opportunity to participate in a succession plan designed to allow the Deputy to advance when the current Chief retires (anticipated to be in 5-8 years). The Deputy Chief will be responsible to lead and manage training, coordinate grant programs and applications, lead the transition to a paperless organization, and function as the primary human resources officer for the department. The Deputy is on-call 24/7 and expected to work around the needs of the District.
An Associate’s Degree in Fire Science, Emergency Management, Emergency Medical services, Homeland Security, Business or Public Administration is required (Bachelors or Masters preferred). Candidates are required to have or obtain, NIMS 100, 200, 300, 400, National EMT licensure (paramedic preferred), ProBoard certification as Firefighter I/II, Fire Officer I/II, Fire Instructor I/II, Fire Inspector I. Candidates must have or obtain a valid Massachusetts Driver’s License. Candidates must be credentialed as a Massachusetts Fire Chief within 18 months of appointment.
Candidates must have a minimum of ten years of related fire service experience and five years of supervisory experience within a career or combination department. The District offers a full benefit package that includes health insurance (80% paid by the District), dental insurance, vision insurance, ample sick leave, personal time off, 4 or 5 day workweek and a flexible schedule. The salary range is dependent on qualifications at the time of employment. A take home command vehicle is provided. Salary range $143,000 - $153,000. The District is willing to provide a $1,500 per month housing stipend for residency within or adjacent to the District and negotiate moving expenses in addition to salary.

- New Hampton NH - Town Administrator
New Hampton, NH (approx. pop. 2,400) is seeking an individual with demonstrated organizational, administrative and management skills to serve as its next Town Administrator. This is a full-time position that requires a team player who is a straight-forward communicator and who can provide background data and present factual information to the Board of Selectmen to support them in their decision making, and then effectively implement their policies. Ideally located in the Lakes Region of New Hampshire at the junction of Rtes. 93 & 104, New Hampton is the geographic center of New Hampshire. Abundant year-round recreational activities are readily available in our beautiful lakes and mountains. There is one shared direct report split between Clerk/Tax and the Executive Office. The Town Administrator reports to a three-member Board of Selectmen. Strong leadership, land-use knowledge and community engagement skills are essential. A bachelor’s degree in a related field and a minimum of 5 years municipal management experience is desired. - West Barnstable MA - Firefighter Paramedic

This position works a 42-hour work week (over an 8-week cycle) working 24 on-24 off-24 on and five days off. The position is part of the department’s management team and serves as the shift commander for the 24-hour period worked. Each shift has an assigned group of 6 to 10 call/volunteers for night coverage. These volunteers not only respond to calls but will be trained by the shift commander on a regular scheduled basis. The position starts at a firefighter level and will move to a lieutenant position after a short period of time. This position requires experience and a highly self-motivated person that has the ability to make quick tactical decisions. At night this position is responding alone with the call/volunteers, and as such is in command of an incident until relieved by a senior officer.
The community offers a full benefit package that includes health insurance (80% paid by the District), dental insurance, vision insurance, ample sick leave, personal time off, and ample weekly overtime opportunities. The salary range is dependent on qualifications at the time of employment. Firefighter Paramedic starting pay is $64,303 and for qualified candidates, Lieutenant Paramedic pay range is $67,518 to $78,947.
Candidates must either be Firefighter I/II certified and willing to become a paramedic or a Nationally registered paramedic willing to become firefighter I/II certified. Candidates should have completed NIMS 100, 200, 300 training. - Litchfield NH - Chief of Police
The Town of Litchfield, NH is seeking a full-time, community-oriented Police Chief to lead this full-service police department (approx. budget $1.9M) consisting of 14 sworn full-time officers, 3 part-time officers, and 3 non-sworn support staff; Litchfield police contract emergency communications through a regional dispatch center overnight and weekends. - Rutland MA - Police Lieutenant
The Rutland Police Department is seeking a community-oriented, experienced professional to serve as its new Police Lieutenant. Rutland is a rapidly growing, residential hill town in the geographic center of Massachusetts with a current population of approximately 9895. It is located 13 miles northwest of Worcester and 52 miles west of Boston. The town is administered by an Open Town Meeting, Select Board and Town Administrator form of Government. The department employs 14 full-time sworn officers, 3 part-time officers, 1 full-time administrative assistant and 1 full-time animal control officer, with an operating budget of 1.6 million.
The Police Lieutenant is appointed by the Town Administrator and works under the direct supervision of the Chief of Police. Under the general direction of the Chief of Police, the Police Lieutenant supervises, plans, and coordinates the activities and operations of assigned law enforcement services and activities of the Police Department including to serve as officer in charge, or other assignments deemed appropriate by the Chief of Police; coordinates assigned activities with other departments and outside agencies; including patrol, support services, traffic, administration, and detectives.
PREFERRED QUALIFICATIONS
- Education: A Bachelor’s degree from an accredited college or university with major coursework in criminal justice, criminology, police science, business administration, public administration or a related field. Graduates of policing leadership/supervisory development programs including FBI-LEEDA, Roger Williams Command Training, etc., are encouraged to apply;
- Experience: Ten years of increasingly responsible law enforcement experience, including three years of administrative and/or supervisory experience as a Police Sergeant, equivalent, or higher. Candidates must be active in the law enforcement field. Any equivalent combination of education and experience may also be considered;
- Leadership: The ability to motivate department members to achieve community and department goals. To influence, inspire and help officers become their best selves, building their skills and achieving goals along the way. Possess the skills to build trust within the department and community;
- Possession of or ability to obtain a valid Massachusetts driver's license;
- Must have a valid Massachusetts Firearms License or the ability to obtain one upon hire;

- Westminster VT - Town Manager
Westminster, VT (3200 pop.) is seeking an experienced municipal manager with excellent interpersonal skills and a strong background in municipal finance to serve as its next Town Manager. Vermont’s oldest existing town, this quintessential New England community sits along the beautiful Connecticut River in Southeastern Vermont, bordering New Hampshire and is comprised of two villages. Although a mostly rural setting of farms and forests, Westminster is crossed by Interstate 91 and US Route 5 providing easy access to all the assets of larger communities such as Brattleboro, 20 miles to the south, and all the cultural, educational, and medical assets of Lebanon NH, fewer than 50 miles to the north.
Reporting to a 5-member Select Board, the Town Manager oversees an operating budget of approximately $2.6 million and 10 full-time positions supplemented by part-time staff. The Town is served by a volunteer Fire/Rescue service and although it does not have its own police department, a Vermont State Police Barracks is in town.
Like most small New England communities, the Town Manager is expected to wear many hats; administration/supervision, human resources, and finance. Finance administration is critical, so preference will be given to candidates with strong municipal finance backgrounds. The ideal candidate will also be a strong communicator with a collaborative management style.

The successful candidate will have strong interpersonal, written, and verbal skills which are essential for success in this position with a commitment to providing excellent customer service. BA/BS required, MPA/MBA preferred, with a minimum of 5 to 8 years of progressive municipal management and leadership experience or the equivalent in business, not-for-profit management or higher education. The Town established the salary range of $185,000 to $210,000 to be negotiated by the Select Board and dependent on the specific qualifications and experience of the candidate. The Town of Newton, New Hampshire (population approx. 4600) is seeking an experienced municipal finance specialist/payroll administrator. Although traditionally a part-time position, the Town is flexible in offering this as a fulltime position to meet the needs of the right candidate. Newton is located in southeast NH bordering Haverhill MA and Plaistow NH. It has an SB2 town meeting form of government with a 5-member Board of Selectmen and the position reports to the Town Administrator. Newton employs a workforce comprised of approximately 13 FT/64 PT employees and has an operating budget of approximately $3.7 million.
The successful candidate should have experience with finance administration, general accounting practices and municipal finance software designed for accounts payable, accounts receivable, general ledger and grants management, as well as experience with the HR functions related to benefits administration. Associate degree in accounting or related field and experience in municipal finance preferred; OR equivalent combination of experience and education which demonstrates an ability to be successful in the position.
