- Newton, NH - Chief of Police
The Town of Newton, New Hampshire (population approx. 4600) is seeking qualified candidates for the position of police chief. Located along the MA- NH border, this rural community is just minutes from the Seacoast and 40 minutes from Boston.
The Police Department has an authorized strength of 8 full-time officers including the chief, several part-time officers, and a full-time administrative assistant. The operating budget is approximately $1 million. The Chief is expected to perform all the usual management and administrative duties of the position but given the size of the community may also have responsibilities as a first responder. Although its CALEA accreditation has lapsed, the department is currently in the self-assessment phase seeking re-accreditation.
The ideal candidate will have a bachelor’s degree in a related field (master’s preferred), ten years of progressively responsible police experience or an equivalent combination of education, training and experience to demonstrate success in the position. Salary range to $100,000; starting salary commensurate with qualifications.

- Brookfield, MA - Highway Superintendent
The Town of Brookfield, MA (3,450 pop.) is seeking an experienced, hands-on Public Works professional to lead its Highway Department which is responsible for highways, sidewalks, and grounds. Rich in American history, Brookfield is located in central Massachusetts just 20 miles west of the City of Worcester and 30 miles east of the City of Springfield. With a short drive to I-90 it’s just over an hour to Boston and under an hour to Hartford, CT.
The Highway Superintendent is appointed by, and reports to a three member Select Board and oversees a staff comprised of an administrative assistant, a foreman and two operators. The fulltime staff is supplemented by seasonal part-time employees and contracted services. The department’s operating budget is approximately $500,000.
The ideal candidate will be an active and hands-on working superintendent. Minimum requirements are a high school diploma; satisfactory driving record with CDL and applicable hoisting licenses; and five to seven years of progressively responsible experience. A Bachelor’s Degree in Civil Engineering may substitute for up to two years of experience.

- Winchester, CT - Town Manager
The Town of Winchester/City of Winsted, CT is seeking an experienced, collaborative, engaging, and enthusiastic professional to serve as Town Manager and Chief Executive Officer for Winchester. The community has had an established Town Manager/Mayor/Selectboard form of government since 1962. The Town is the second largest community in Litchfield County with a population of 10,200 encompassing 33.8 square miles of land with numerous recreational opportunities mainly around the very large, desirable, and picturesque Highland Lake. The Town center in Winsted is at the crossroads of Route 44 and Route 8 and has a well-defined downtown that supports many businesses in this corridor. The Town has a highly respected local school system and is home to Northwestern Community College.
The recently approved budget for FY2024 is $39.1 million with approximately $24 million of that total to support the local School district. The Town has also approved an allocation of $2 m. from the General fund to pay for Capital improvements. In 2023, the S&P bond rating agency upgraded the Town to AA rating for future debt service obligations. There are a total of 60 FTE employees and numerous part-time staff.
The Town of Winchester offers its Town Manager a competitive salary, currently budgeted at $130,000-$150,000, and a benefits package. The starting salary level being dependent on experience, education, and qualifications. - Cheshire County, NH - EMS Chief
Cheshire County, New Hampshire (Population 77,000), is seeking highly qualified candidates for the position of Chief of Emergency Medical Services (EMS). Cheshire County operates an EMS department that provides basic and advanced prehospital care for a portion of the county as well as inter facility transfers throughout the region.
Located in Southwestern New Hampshire, the county encompasses 23 towns and covers 729 square miles. Known for recreational opportunities, this vibrant area has more than 40 restaurants, 92 lakes, 50 miles of navigable water and is home to Mount Monadnock (3,165 ft.) which is the second most hiked mountain in the world. The county hosts three universities and more than a dozen seasonal festivals including the world renown Pumpkin Festival, the Monadnock International Film Festival, the Ice and Snow festival and other events focusing on art and music.
Anticipated 2023 EMS operational volume includes response to over 1,000 9-1-1 calls, and 2,000 inter facility transfers. Our growing staff currently includes 26 EMTs-Basic, 6 Advanced EMTs, and 11 paramedics. The department operates from two stations with seven ambulances (a bariatric ambulance is on order), one paramedic intercept unit, and two command vehicles. The annual operating budget is $4.6 million.
The Chief is appointed by and reports to the County Commissioners and is a member of the executive leadership team. Candidates must have strong, innovative leadership, conflict resolution, planning and managerial skills combined with excellent interpersonal and communications skills and a sense of social responsibility. A proven, successful record of experience in progressively responsible supervisory, administrative and EMS related supervisory assignments is required.
Minimum qualifications include: Associate degree with major coursework in EMS, fire, public health, public administration or business administration or a related field; Bachelor degree preferred; plus six years of EMS experience as a career member in a comparable organization and at least three years of experience as a supervisor/manager in a comparable or larger organization. A comparable combination of education and experience will be considered. Candidates must currently possess or can obtain (within six months) New Hampshire Registered Emergency Medical Technician-Advanced certification; paramedic certification preferred.
Candidates must have demonstrated experience and skill within the following critical areas: budgeting, crafting collaborative interagency relationships, labor management relations, pacing change, overseeing quality assurance/quality improvement, incident command and emergency management.
Salary range to $120,000 commensurate with qualifications and experience. Residency within the county is required within six months of appointment.

Experience as a Town Administrator is preferred. West Barnstable is a seaside village in the northwest part of the Town of Barnstable on Cape Cod. The Department covers a response area of 13.5 square miles and operates 9 pieces of apparatus from one fire station. The Department has an ISO rating of Class 2 in the water district and Class 3 out of the water district. The organization employs 7 full-time, 6 part-time and 40 on-call employees. The Department responded to 694 calls in 2022 with 70% being EMS responses, and 2% being fires. The West Barnstable Fire Department functions within a fire district which serves the community as its own governing and taxing authority. The WBFD operates with a 1.6-million-dollar budget.
The position serves as the Chief Operating Officer (COO) of the Department and is a key member of the department’s command staff. The new Deputy Chief will have an exceptional opportunity to participate in a succession plan designed to allow the Deputy to advance when the current Chief retires (anticipated to be in 5-8 years). The Deputy Chief will be responsible to lead and manage training, coordinate grant programs and applications, lead the transition to a paperless organization, and function as the primary human resources officer for the department. The Deputy is on-call 24/7 and expected to work around the needs of the District.
An Associate’s Degree in Fire Science, Emergency Management, Emergency Medical services, Homeland Security, Business or Public Administration is required (Bachelors or Masters preferred). This position works a 42-hour work week (over an 8-week cycle) working 24 on-24 off-24 on and five days off. The position is part of the department’s management team and serves as the shift commander for the 24-hour period worked. Each shift has an assigned group of 6 to 10 call/volunteers for night coverage. These volunteers not only respond to calls but will be trained by the shift commander on a regular scheduled basis. The position starts at a firefighter level and will move to a lieutenant position after a short period of time. This position requires experience and a highly self-motivated person that has the ability to make quick tactical decisions. At night this position is responding alone with the call/volunteers, and as such is in command of an incident until relieved by a senior officer.

The salary range is dependent on qualifications at the time of employment. Firefighter Paramedic starting pay is $64,303 and for qualified candidates, Lieutenant Paramedic pay range is $67,518 to $78,947.
