Norman O'Neil

Norman O’Neil is a graduate of St. Anselm’s College with a BA in Political Science, holds a Master’s Degree from St. Louis University in Public Administration and has done post-graduate study in Political Science at UMass Amherst. He retired in 2014 after serving as HR Director for Belknap County NH since 2009. Mr. O’Neil has more than 27 years of experience in Human Resources Management & Administration in local and county government in NH; in addition to his time at Belknap County he served for 14 years as Director of HR & Labor Relations for the City of Concord NH and for 8 years as Director of Personnel & Purchasing for the City of Laconia NH. Norm is familiar with all facets of HR Administration including regulatory compliance, collective bargaining, dispute resolution, benefits administration, risk management, recruitment & retention and coaching / mentoring. He is a member of the Society for Human Resources Management, the International Personnel Management Association and is Vice President of the NH public sector Human Resources Association. Since retirement, Mr. O’Neil has served as interim HR Director for Sullivan County NH. He serves as a subject advisor and senior consultant for MRI clients both individually and a member of project teams.
